Coordinated Attraction and Incentive Efforts

I have extensive experience leveraging 380 agreements—specifically through façade and patio improvement programs—to successfully facilitate the arrival and development of key businesses in the city of Missouri City along Texas Parkway, Cartwright Road and Highway 6, including McDonald’s, Mystros Barber Academy, Blink Fitness, and Throne Barbershop. My role encompassed every stage of the process, from initial document review to final project verification. I worked closely with each business to ensure their proposals aligned with program guidelines, helping them navigate the complexities of the review process and preparing them for presentation to city council.

Beyond administrative oversight, I served as a strategic partner to these businesses, ensuring their projects moved forward efficiently and met all municipal requirements. Once approved, I remained engaged to verify that each project was completed in accordance with the agreement terms and contributed meaningfully to the commercial landscape of Missouri City. These efforts not only enhanced the visual and functional appeal of our business corridors but also supported economic development by attracting reputable brands and community-serving institutions.


Incentive Program Design and Strategic Refinement 

I designed and drafted Missouri City’s first-ever ARPA-funded patio incentive program to activate underutilized commercial spaces and advance the city’s placemaking and branding goals. This work was important because it created a new, flexible economic development tool that leveraged federal recovery funds to support small businesses and experiential retail. The program directly resulted in the attraction of The Throne Barbershop and Speakeasy, a unique concept that aligned with Missouri City’s desired market identity while expanding outdoor dining and gathering opportunities. By improving visibility, walkability, and customer engagement, the program strengthened both individual business performance and the surrounding commercial environment.

In addition to launching new tools, I led a comprehensive redesign of Missouri City’s incentive program portfolio to better reflect stakeholder priorities and long-term strategic objectives. This effort mattered because it improved transparency, accountability, and effectiveness in how public funds were deployed. I refined eligibility criteria, aligned incentives with branding and redevelopment goals, and ensured responsible stewardship of taxpayer resources. The result was a clearer, more impactful incentive framework that delivered measurable value to both the city and its business community while supporting sustainable economic growth.


Business Retention & Expansion (BR&E) Program Development

I designed and implemented Business Retention and Expansion (BR&E) programs for Galveston County Economic Development and Missouri City Economic Development, tailoring each initiative to local business needs and strategic priorities. This work was important because it established a structured, proactive approach to understanding employer challenges, identifying growth opportunities, and preventing business attrition. My responsibilities included developing custom BR&E surveys, conducting on-site visits, and facilitating direct engagement with employers across multiple industries.

I translated business and community feedback into actionable insights, presenting findings to advisory committees and city leadership to guide policy decisions and program refinements. This effort mattered because it enabled local governments to respond strategically to real-time business conditions, strengthen employer relationships, and align economic development efforts with long-term goals. By emphasizing data-driven analysis, relationship-building, and responsiveness, I ensured that retention efforts moved beyond reactive problem-solving and contributed to sustained economic stability and growth in both communities.


Facilitated the Creation of the DiscoverMCTX Business Directory

As part of Missouri City’s economic development strategy, I facilitated the creation of the DiscoverMCTX website to serve as a centralized platform for business engagement, community promotion, and access to economic development resources. This work was important because it filled a critical gap in how the city communicated with businesses, residents, and stakeholders—providing a single, cohesive digital presence aligned with Missouri City’s brand and growth objectives. I worked closely with SNR Creative to shape the site’s design, messaging, and user experience, ensuring it was both visually consistent with the city’s identity and intuitive for a wide range of users.

To enhance functionality and improve small business visibility, I partnered with Bludot.io to integrate a dynamic business directory that highlights local enterprises and encourages community support. I coordinated across internal departments and external vendors to ensure a smooth launch and alignment with broader outreach and economic development goals. This effort mattered because DiscoverMCTX now functions as a core economic development tool—connecting users to local businesses, promoting city initiatives, strengthening engagement, and reinforcing Missouri City’s commitment to inclusive, business-friendly growth.


Spearheaded the Missouri City EV Charging Initiative

While serving as Economic Development Coordinator for Missouri City, I spearheaded a strategic initiative to expand electric vehicle (EV) infrastructure across the community in a way that required no upfront public investment and generated long-term revenue potential. This effort was important because it addressed growing demand for clean transportation infrastructure while protecting the city’s general fund and advancing sustainability goals. By leveraging an interlocal agreement with the City of Sugar Land, I facilitated a partnership with Argent Associates and OnPoint EV to execute a framework agreement that enabled the rapid deployment of EV charging stations throughout Missouri City.

This collaborative model mattered because it allowed the city to bypass traditional procurement hurdles, accelerate implementation, and shift all installation, maintenance, and operational costs to private partners. Under the agreement, Missouri City retained a share of charging revenue, creating a new, ongoing income stream while expanding public amenities. The initiative positioned Missouri City as a regional leader in clean transportation infrastructure, supported environmental objectives, and demonstrated how innovative partnerships can deliver measurable public benefit without financial risk to taxpayers.


Commercial Property Search Tool & Retail Catalogue Development

I led the launch of Missouri City’s first-ever commercial property search tool to support site selectors, brokers, and expanding businesses by providing easy access to accurate, location-specific real estate data. This work was important because it addressed a critical gap in how Missouri City marketed available commercial properties and responded to business location inquiries. Powered by CoStar and enhanced through collaboration with the city’s GIS department, the tool integrates custom overlays and searchable fields that streamline site analysis and improve decision-making for prospective investors.

In addition to the platform, I developed a comprehensive catalogue of all first- and second-generation retail spaces across Missouri City, creating a clear and organized inventory of available properties. This effort mattered because it improved the city’s responsiveness to recruitment and retention efforts, reduced friction in the site selection process, and positioned Missouri City as a data-driven, business-friendly partner. Together, these tools strengthened the city’s economic development capacity by improving transparency, accelerating deal flow, and supporting long-term commercial growth.


Film Friendly Program Development and Administration


I led Missouri City’s successful effort to become a certified Film Friendly Texas community, coordinating with the Texas Film Commission and facilitating the creation of the city’s first‑ever film ordinance. This work was important because it established a formal framework for managing film and media production activity, providing clarity for producers while protecting city operations and neighborhoods. The ordinance positioned Missouri City as a viable destination for creative media projects by setting clear expectations, streamlining approvals, and signaling the city’s openness to the film industry.

Following certification, I administered Missouri City’s Film Friendly program, serving as the primary point of contact for location scouts and production teams. I coordinated multiple media shoots—including a production for MTV—ensuring smooth logistics, regulatory compliance, and alignment with community needs. This effort mattered because it increased Missouri City’s regional visibility, generated economic activity for local businesses, and reinforced the city’s reputation as a professional, film‑ready partner for television and media production.
